I absolutely love this idea and the execution of it. Your color choices, background choices, and the way you've integrated the Capricorn ideas into a dragon are very appealing.
That said, the head design is a little too Eastern to fit appropriately on such a Western dragon body. It doesn't look much like a goat head in structure, if that was the idea. In order to blend the two better, I would suggest giving some weight to the head itself, so that it looks like it belongs to the neck and body.
Also, its thrusting right wing/arm also seems out of proportion to the left wing/arm. Given the angle of the chest, the dragon's right wing/arm should be shortened a little to compensate for the space taken up by the muscles of the neck/torso.
Wow! This piece looks absolutely stunning. I love the composition, how the dragon is poised on the rock, and how brilliant the stars and Saturn look behind it, illuminating the scales and scenery.
